Because Neons are more translucent and are not as opaque they work best with light colors underneath them.  We recommend  our White Paint Ground Control

• Our paint requires no or very little prep so that you can start right away with your projects. To get the brightest neon finish, we recommend using it over our brightest white paint "Ground Control".
